Using DynDns you can get a domain name for a dynamic IP. You need to run a 
script on your local machine that updates DNS entry whenever you IP changes. 
Hence, you can always access your machine from anywhere (even though you have 
dynamic IPs)

You need to have mod_ssl package.. 

You really don't have to run https.. Just run apache on port 443.
