If you only need people on-campus to be able to access your site, you 
should be fine running apache on port 80.  I believe it dosen't get 
filtered out till it hits the edge of the campus network (though it 
might be at the edge of the resnet network).  The reason you are not 
able to see it on the wireless network is that everything EXCEPT port 80 
is blocked via wireless.  Last year there was an option to log in to 
wireless using the Cruznet VPN, but for some unknown reason it is now gone.

P.S. DynDNS is perfectly fine to run on campus (I used to do it myself; 
it works great), and yes, https would just be more trouble than it is 
worth in this case
