There was some uncertainty about that on the list where I picked up
the link. I maintained it _had_ to be parody, others reserved
judgement. I don't doubt that something close to that article
could have been written in all seriousness by someone out there,
but it seemed too over the top to me.
Especially
I'm talking about a project called 'Linux', something you may not
have encountered, but might do some day.

Might do sounds like Brit speak to me.
It's a computer program that was initially developed in Finland as
a means of circumventing valuable copyrights and patents owned by
an American company called SCO Group.
I don't think someone could have done enough research on Linux to
discover these two facts and still be as ignorant about Linux as
the rest of the article appears.
Anyway I emailed and got a response from "Shelley the Republican"
and found
1) He mailed me from a Mac
2) His ISP is in OK.
so yes, it's a put-on, but it's not bad, and amazing how many (on
both sides) take the bait.

Linux and Windows Compared: The Facts
Some readers of the ShelleyTheRepublican.com blog complained that
my recent critique of the Linux computer program was unfair; They
claimed that I was ignorant and therefore unqualified to review
their product, moreover they stated that my opinions were biased
therefore untrustworthy.
