[SlugLUG] Latency Issues On Campus ResNet

That doesn't seem particularly slow considering the time of
the evening and the sort of load one would expect. There's
a lot of contention at that time. Try plotting a histogram.
Also calculate some averages over that number of pings.

A lot of packets are being echoed down around 2.5 ms round-trip.

Pinging from outside, over the Internet, I see an average around
30 ms - but I'm 14 hops away. The distribution is smaller, though,
because there isn't so much contention.
