I've run a number of Debian systems continuously since 2.1 "slink" in
1999, always invoked GNU tar sans hyphen as option delimiter, kept the
systems updated from official packages, and never observed the behaviour
you describe on any version, at any time.

The natural inference, of course, is that your Seattle friend's box was
somehow locally broken.  Pity about that:  I hope he/she got around to
fixing it.
