Get the etch beta 3 netinst. When it asks you for install method, select 
http and then sluglug.ucsc.edu, let it run.  Then change sources.list, 
and do an aptitude dist-upgrade.

Alternatively, when you select the source, choose to enter it by hand, 
enter:
deb http://sluglug.ucsc.edu/debian/ unstable main contrib non-free
let it run. You're now in unstable.
