[SlugLUG] Wired connection on campus

Hi, I've been having terribly slow download speed when I 
go on wired on campus after disconnecting from wireless 
(any wireless network). I get less than 20kB/s for 
download. The temporary solution I found is to log into 
Windows to sign on to Resnet and then go back to Ubuntu. I 
don't know why that works. My ethernet adapter is
Realtek RTL-8139/8139C/8139C+. The ethernet adapter is 
integrated.
Does anyone have experience with similar problems?
